Dear Representatives of Electus Matari,
As fellow denizens of our fine Minmatar space we give a wave to a group we have known of for some time and as a group who we would wish you to get to know. Prior to forming our Alliance, our Corp fought briefly for the Republic and have fond memories of that time.
We have some shared blues and anti-pirate ideals and I'm writing to you today to begin what I hope will be a process of blueing the bridges between us.
I've reviewed your requirements and we meet your needs for +5. We would value sharing +10 in due course but recognise these things take time. Chances to work closely with your pilots militarily in the future would be valued - chances to build trust and enjoyment.

That said, I'm enjoying working towards -10 with the Amarr faction so I'm on the right side of neutral =) ))
