Does anyone have any information on this transmission, or recognize who "the 2nd" might be?

Probably the 2nd in command on the vessel in question?

I assume it is an old capsuleer who has been out in the fringes for many years and is coming home to the Republic. I welcome Matari who return from the fringes to aid the Matari people.

I don't think any of the corporations I know about are Minmatar only. Does anyone else know of one?
